Quick Answer
Ten agencies, and they are not competing for the same work.
For measurable full-funnel advertising on an SME budget, MediaPlus Digital, OOm and Heroes of Digital are the closest comparison set. For search and SEO led by price transparency, MediaOne and Impossible Marketing. For paid media across several Southeast Asian markets, 2Stallions and Mediatropy. For enterprise B2B with a CRM to integrate, Construct Digital. For brand creative at scale, Ogilvy Singapore. For social-first creative, GOODSTUPH.
The single most useful thing in this guide is not the ranking. It is the column showing what each agency’s award record is in, because that reveals what they are actually good at far better than their homepage does.
How We Compared Them
Four tests, applied the same way to every agency including our own.
What does the award record say they are good at? An agency winning in Search and Lead Generation categories is a search agency, whatever its website claims. One winning Cannes Lions in Social and Creator categories is a creative shop. This is the most reliable signal available, and it is checkable against the awarding body’s published winners list rather than the agency’s own page.
Is the team size published, and by whom? We use the agency’s own published figure and say so. Where a figure appears only in a directory, we say that instead.
Are the certifications precise? Google Partner and Google Premier Partner are different things. Four agencies here hold Premier status and the rest do not. We have not blurred it.
Who is the client actually like? Every agency is a good fit for someone. The honest version of a comparison is saying who, and also saying who it is wrong for.
We have also flagged, in each entry, anything an agency states about itself that we could not verify. That includes our own entry.

The Ten Agencies
1. MediaPlus Digital
Founded 2013, over 60 staff, offices in Singapore, Malaysia, Australia, Hong Kong and China.
We publish this list, so read our entry with that in mind and check the claims.
What the evidence says about us: we are strongest at building websites, with search and paid media as the retainer that follows. Sixty-one case studies are published on this site, and the headline figure we lead with is 1,800 or so websites delivered. That is an accurate reflection of where the work sits.
Certifications: Google Partner (not Premier Partner), Meta Ads Partner, Instagram Partner, and IMDA pre-approved vendor status.
Being straight about our weak spot: our itemised award record is thin and dated. The named awards we can point to are from 2023, and we have nothing published for 2025 or 2026. Four agencies below have a substantially stronger and more current award record, and OOm in particular has the deepest documented run in Singapore search.
Best for: Singapore and Malaysian SMEs that want a website and an advertising retainer from one team, in the entry to mid budget range.
Wrong for: MNC brand campaigns, regional media planning, or anything where a creative network’s firepower is the point.

2. 2Stallions
Founded 2012 according to their own site, over 40 staff, Singapore and Malaysia. Their registered Singapore entity dates to July 2015, so 2012 reflects the business starting before incorporation.
2Stallions is a performance media house with SEO as a genuine second pillar rather than an add-on. They publish figures of 400 or so brands served and 5,000 campaigns delivered, and they have a named Head of Performance Marketing.
Their certification set is the most interesting thing here. Alongside Google Partner they hold official TikTok Marketing Partner and official Shopify Partner status, neither of which any other agency on this list publishes, plus CSA Cyber Essentials certification from Singapore’s Cyber Security Agency.
Awards, verified independently: AmCham Singapore’s REPRESENT award for Quantum Leap in AI and Digital in 2025, in the SME category. Also Gold for Excellence in Pivot Marketing at the Marketing Excellence Awards in 2022, and a finalist placing at The Drum Awards for Digital Advertising APAC in 2020.
The gap in their evidence worth knowing: their homepage names Red Bull, Daimler, CNN, Friso and Boardroom, but their published case studies are anonymised by industry (“Insurance Company in Singapore”). So the logos cannot be matched to specific results.
Best for: mid-market and regional brands running paid media plus SEO across Singapore and Malaysia, particularly with TikTok or Shopify in the mix.
Wrong for: brand and creative work, or a buyer who needs published pricing.

3. MediaOne
Incorporated August 2013, single Singapore office at Neil Road. Their homepage claims “15+ Years Excellence”, which does not reconcile with the registered entity, so treat 2013 as the founding year.
MediaOne is the clearest positioning on this list: SEO first, and now GEO and AI search. Their CEO, Tom Koh, is himself the principal SEO consultant, GEO sits in the top navigation, and the service architecture branches into eight SEO sub-verticals including Baidu and China search.
Their award record is the densest of the SME-facing group after OOm: MARKies 2025 for Independent Agency of the Year and for Most Effective Use of AI in Marketing, Bronze for Independent Agency of the Year at the Marketing-Interactive Agency of the Year Awards 2025, a Netty Digital Award in 2025, and a Gold Stevie for AI and Machine Learning Innovation.
Three things to check before you shortlist them. They claim Google Premier Partner status in their own copy, but it appears inside their marketing content rather than on a credentials page and we could not confirm it independently, so treat it as self-asserted. They publish no team size anywhere. And Digimetrics.ai, presented on their homepage as proprietary AI, is a standalone commercial product selling public subscriptions with no disclosed MediaOne relationship, so the “proprietary” framing is unverified.
They are also, by volume, the most prolific publisher of “Top N agencies in Singapore” listicles in this market, ranking themselves in each. Worth knowing when you read one.
Best for: Singapore SMEs shopping on price and risk reversal who want an SEO-led programme with a low entry commitment.
Wrong for: creative or brand work, and buyers who need team transparency.

4. OOm
Founded 2006, over 180 staff, Singapore headquarters at Grange Road with a Philippines office. Twenty years in the Singapore market.
If you judge agencies by verified award records, OOm has the strongest in Singapore search by a clear margin. Not a single win but a continuous run: Bronze for Search Agency of the Year and Bronze for Lead Generation Agency of the Year in 2026, Bronze for Search Agency of the Year in 2025, Gold for Lead Generation Agency of the Year in 2024, 2023, 2022 and 2021, Gold for Independent Agency of the Year in 2023, and Gold for Excellence in Search Marketing at the Marketing Excellence Awards in 2022. They also took the AI Trailblazers Innovation Award in 2024, which is an IMDA and Digital Industry Singapore programme rather than a marketing award.
Certifications: Google Premier Partner, which they describe as the top 3% of Google Partners in Singapore, Meta Business Partner, GeBIZ S8 Financial Grade for public sector tendering, and IMDA pre-approved vendor status for the EDGE Grant in digital marketing and ecommerce. They are the only agency on this list whose grant copy has already been updated from PSG to EDGE.
Two genuine differentiators. They run a 3:1 staff-to-account ratio, arguing that smaller agencies use one or two people to both service and execute. And they do Baidu and WeChat marketing, which is rare at this end of the Singapore market and matters if you sell into China.
Their published case studies carry names and numbers: Carpetworkz, Fresh Laundry, JM Floral Creation, Million Parcel, Moneyplus Capital and Tangs Clinical TCM.
One figure we would not repeat as fact: “more than 8,000 clients” over 20 years is a self-reported counter with no published methodology.
Best for: SME and mid-market lead generation businesses, and anyone needing public sector tendering capability or China search.
Wrong for: brand and creative briefs. There is no creative award record.

5. Heroes of Digital
Founded 2014 per their own homepage, 90 to 100 or more specialists across Singapore, Malaysia and the Philippines. Their own pages give both 90+ and 100+, so we quote the range.
Heroes of Digital holds the only three-way platform certification set on this list: Google Premier Partner, official Meta Business Partner and official TikTok Marketing Partner.
Their awards come from Google rather than the trade press, which is a different kind of credential: Google Premier Partner of the Year for Lead Generation, Southeast Asia, in 2023, and the Breakthrough Excellence Award at the Google Agency Excellence Awards in 2024. They have no Marketing-Interactive wins, and they address this directly, saying awards matter “only because they reflect the outcomes we create for our clients.”
Their stated operating principle is worth quoting because so few agencies will say it: “Be the Specialist, Not the Generalist. We don’t pretend to be good at everything.” In practice that means SEO, Google Ads, Meta Ads, TikTok Ads, CRO and landing pages, with no branding and no programmatic.
Their case-study cluster is unmistakably healthcare and clinics: Illumia Therapeutics, Newlife Dental, Ark Surgical, Trinity Medical Centre, C H Lim Cardiology. Also legal, education and home services.
The real differentiator is HeroIQ, a revenue-attribution platform that is documented rather than just named. It tracks SEO, paid search, AI Overviews, Meta and TikTok through to revenue at keyword, page, location and channel level, and integrates HubSpot, Salesforce, Zoho, call tracking and booking systems. For a multi-location operator, that location-level attribution is the strongest single capability on this list.
They also state plainly that no responsible agency should guarantee first-page rankings, which is the opposite of MediaOne’s position. Worth noting that two credible agencies disagree completely on this.
Figures we would not repeat: their counters for leads driven and revenue driven are self-reported with no methodology published.
Best for: clinics, multi-location businesses and lead-generation companies in Singapore and Malaysia that want attribution down to the location.
Wrong for: brand building, programmatic or creative-led work.

6. Construct Digital
Founded 2010, over 30 in-house staff, Singapore headquarters at Lavender Street, serving eight Southeast Asian markets.
Construct Digital is the enterprise B2B specialist on this list, and the evidence for that is unusually clean. Their 2026 awards are all for one enterprise insurance client and all in categories no other agency here wins in: Gold for Best Loyalty Strategy in Finance and Insurance and Gold for Best Customer Retention Strategy at the Loyalty and Engagement Awards Singapore 2026, plus Gold for Most Effective Use of Marketing Automation at the MARKies Awards Singapore 2026 and two Silvers. Earlier, Gold for Excellence in Performance Marketing at the Marketing Excellence Awards 2022 for Duke-NUS Medical School.
We checked every one of those against the official winners lists and their own write-up matches line for line, which is not true of every agency in this market.
Their certifications reflect the enterprise focus: Google Partner, HubSpot Partner and Salesforce Partner. Tiers are not published for the latter two.
What they can field that a performance shop generally cannot: CRM and marketing automation, Sitefinity CMS development, data analytics and custom AI agents under one roof. Their case studies report cost per lead and pipeline growth rather than traffic.
Named clients include BMW, American Express, Starbucks, SGX, SAP, ST Engineering, Prudential, Kimberly-Clark and Duke-NUS. Several of those are independently corroborated as agency-of-record credits in the official awards listings, which is stronger evidence than a logo wall.
They publish no pricing at all.
Best for: enterprise and upper-mid-market B2B, especially financial services, insurance, industrial and technology, running multi-market Southeast Asian programmes with long sales cycles and a CRM to integrate.
Wrong for: a price-sensitive SME wanting monthly SEO.
7. Mediatropy
Founded 2011, over 80 staff across eight cities, Singapore headquarters. Offices in Kuala Lumpur, Hong Kong, Bangkok, Hanoi, Shanghai, Bali and Manila.
Mediatropy is a regional paid media and performance agency concentrated in travel, hospitality and finance, and their award record confirms it: Silver and the Local Hero trophy for Search Agency of the Year at the Marketing-Interactive Agency of the Year Awards Singapore 2025. In that same category Gold went to Dentsu Singapore and Bronze to OOm, which tells you the standard of the field.
They hold Google Premier Partner status, are Clean Creatives certified, which is a public commitment not to work with fossil fuel clients and is rare and verifiable in Singapore, and are a DoubleVerify brand safety partner.
Their clients are the most blue-chip of the independents here: Marriott, Mastercard, HPL Group, Sony, Banyan Group, Hard Rock Hotel Bali, NAFA and CIMB Malaysia. Their own FAQ states HPL and Starwood, now Marriott, have been retained since 2012.
A leadership change worth knowing: Daniel Posavac became CEO in May 2025, having previously founded and run Bonsey Jaden, and has pushed the agency toward proprietary AI tooling including a multi-location Google Business Profile dashboard and an AI media planning tool in beta.
Two corrections to their own material, which we mention because you will see the claims. The “Excellence in Data-Driven Marketing Gold” badge on their site is a Marketing Excellence Awards Malaysia award, not Singapore; their site displays it without the country. And one of their blog posts dates the Search Agency of the Year win to 2024, but the official 2024 winners list does not include them; the win is 2025.
They publish no pricing, and their Singapore office is smaller than the regional headcount implies.
Best for: regional brands and multi-market Southeast Asian briefs in hospitality, travel, luxury and financial services.
Wrong for: Singapore-only SME budgets, or fossil-fuel-adjacent advertisers by their own policy.

8. Impossible Marketing
Operating since 2012 by their own account, with the current company incorporated in August 2016. Around 35 people, fully in-house, at Yan Kit Road.
Impossible Marketing is an SEO and paid search agency for Singapore SMEs, and the evidence is consistent: their verified award categories are Search Marketing and Lead Generation, and their published case studies are keyword ranking and organic traffic outcomes for local businesses such as Sejong Korean Language School, Blissful Brides and Eatz Catering.
They publish entry-level pricing openly, which puts them at the accessible end of this market alongside MediaOne.
Certifications: Google Partner since 2014 and Meta Business Partner since 2020. Not a Premier Partner. They also state TikTok partner status, though only on the homepage. They were an IMDA pre-approved vendor under PSG.
Now the correction, because their own site overstates two awards. At the Agency of the Year Awards Singapore 2022 they present Lead Generation Agency of the Year and Search Marketing Agency of the Year without a medal; the official winners list records both as Bronze. And the 2021 award their site presents as “Independent Agency of the Year” was the Local Hero trophy, not the Gold. We found no Marketing-Interactive wins for them between 2023 and 2026.
One more thing to watch: the 2025 Agency of the Year list includes a company called I_Possible, which won Gold in two categories. That is a different agency, and the wins are sometimes misattributed.
Their PSG page was still marketing the closed grant when we checked, with no mention of EDGE.
Best for: Singapore SMEs on entry-level budgets wanting SEO or Google and Meta ads with a low minimum commitment.
Wrong for: regional multi-market work, enterprise B2B, or brand and creative briefs.
9. Ogilvy Singapore
Ogilvy was founded globally in 1948. The Singapore office does not publish its founding year or its headcount. Based at Robinson Road, part of WPP.
Ogilvy Singapore had the best award year of any agency in this market in 2026, and the scale of it is worth setting out because it is not close:
Cannes Lions 2026: Asia’s most awarded agency with 16 Lions. Spikes Asia 2026: Singapore Agency of the Year, with the “Vaseline Verified” campaign taking four Grand Prix. D&AD 2026: Ogilvy named Network of the Year, with five Yellow Pencils and four Graphite Pencils for the same campaign, and Luqman Daud of Ogilvy Singapore named Art Director of the Year. ADFEST 2026: Digital Agency of the Year, retaining Southeast Asia Agency of the Year. Campaign Brief Asia’s Singapore creative rankings, published February 2026: first place with 4,075 points, more than triple the second-placed agency.
Two structural changes to know about. Shirley Tay became CEO of Ogilvy Group Singapore on 1 January 2026, overseeing both Ogilvy Singapore and Grey Singapore, which keep separate identities. That follows WPP moving Grey into the Ogilvy Group in May 2025, with finance, HR and IT unified across the two in December 2025.
What they are not: a performance media shop. Their five units are Advertising, PR, One, Health and Consulting. There is no SEO or performance media offer, and the paid media behind their own award-winning campaigns was run by sibling WPP media agencies, PHD and Starcom, which appear as co-credited agencies on the HSBC and Central Narcotics Bureau work.
Their client list is MNCs and Singapore government bodies: Unilever, The Coca-Cola Company, Google, IBM, HSBC, Mondelez, Changi Airport Group, the Ministry of Manpower, the National Library Board, SkillsFuture and the Cyber Security Agency.
One caveat on the award haul: nearly all of it rests on a single client relationship, Vaseline for Unilever.
They publish no pricing, and no platform certifications for the Singapore office.
Best for: MNCs and public sector bodies with brand-building budgets and regional or global remits.
Wrong for: SME performance work, lead generation, or anything judged on cost per enquiry.

10. GOODSTUPH
Founded March 2010 by Pat Law. Around 30 to 35 people in Singapore, with offices in Jakarta and Bangkok. Their first client was Nike Singapore, won two weeks after launch.
GOODSTUPH is Singapore’s best-known independent social-first creative shop, and their award record sits precisely there rather than in general creative: Gold for Most Creative Event at the MARKies Awards Singapore 2026 for Prudential Singapore’s “The Funeral of Our Former Selves”, and in 2025 they became first-time winners of the overall Media Usage MARKie on the back of three Golds, for consumer insights work on yuu Rewards Club and for content and social media work for Team Singapore. At the Marketing-Interactive Agency of the Year Awards Singapore 2025 they took Gold for Social Media Marketing Agency of the Year with a Local Hero designation, plus Silver for Specialist Agency of the Year.
A leadership detail often reported wrongly: Pat Law is Founder and Chief Creative Officer, not CEO. Day-to-day leadership in Singapore is Eugenia Tan, Managing Director, who joined in 2012 as director of strategy.
Their retainer record is genuinely strong evidence of client retention rather than pitch skill: social agency of record for Prudential Singapore since 2023, won on a three-way pitch; Bank Central Asia in Indonesia renewed through to March 2028, a third consecutive term since 2022 after a five-agency pitch; and a National Council of Social Service digital pitch won in August 2025.
A cultural differentiator that is real rather than decorative: they use no job titles internally. Pat Law’s stated reasoning is “You can’t eat your name card.” They also have a sister production company, Mistress, founded in 2023, covering film, 3D and design.
What they do not do: no SEO, no paid search, no programmatic, no performance media is published anywhere on their site, and they hold no platform certifications. They are independent, with no holding company.
Figures to treat carefully: aggregator profiles circulate staff counts of 110 and 180 across five countries. Their own site says “some 30”. Use the smaller figure.
Best for: mid-to-large consumer brands and public sector bodies needing social, community and culturally sharp creative on a multi-year retainer.
Wrong for: B2B lead generation, SEO or performance media.
How to Choose
Five questions, and the order matters.
What is the job, in one sentence? Brand awareness and lead generation are different briefs needing different agencies. Nine of the ten above would take either engagement. Only some should.
What does their award record say, rather than their website? Check the awarding body’s own winners list, not the agency’s page. We found three agencies on this list whose own material overstated or misdated a win. Two of them are otherwise excellent.
Google Partner or Google Premier Partner? Four agencies here hold Premier status: OOm, Heroes of Digital, Mediatropy and, self-asserted and unconfirmed, MediaOne. The rest are Partners. Ask which, and ask to see it.
Who owns the accounts and the data? You should own your Google Ads and Meta accounts outright, with the agency given access. Get this in writing before work starts, not at the point you want to leave.
Can they show results in your channel, for a business like yours? Not a logo wall. A case study with a named client and a number. Roughly half the agencies here publish those; the other half publish logos. That difference is worth asking about.
Funding Advertising Work in Singapore
This changed very recently, and most agency websites have not caught up.
The Productivity Solutions Grant closed to new applications on 29 September 2026, along with the Enterprise Development Grant and Market Readiness Assistance. From 30 September 2026, businesses apply through the EDGE Grant.
What Enterprise Singapore confirms: EDGE supports up to 70% of eligible costs for SMEs and up to 50% for non-SMEs, depending on the activity. Total support is capped at S$100,000 per company per year, refreshed on 1 April. Within that, up to S$30,000 covers single-function digital solutions and selected automation activities. Support is paid on a reimbursement basis, and your business needs at least 30% Singapore citizen or PR ownership.
Now the part that will surprise most people, including a fair number of agencies.
Only five of EDGE’s activities touch marketing at all, and the 70% rate applies to none of the ones an SME usually wants.

Read the “Digital Marketing” row carefully. It is the successor to the old PSG digital marketing package, and its supported costs are now software subscriptions, not service fees. An agency retainer for SEO, search advertising or social media management does not fit that definition.
So a domestic SEO, paid search, social or website retainer is not fundable under EDGE at any level. The predecessor scheme spelled out the same exclusion, ruling out “retainer fees of consultants, advertising and media buys, engagement of social media influencers, management of websites/social media platforms, Search Engine Optimisation (SEO), and Search Engine Marketing (SEM)”. EDGE carries that exclusion forward, and the domestic brand and marketing category that existed under the old Enterprise Development Grant has no equivalent in the EDGE activity list.
The genuine 70% money sits in overseas work only, and it comes with conditions: a documented overseas market strategy, projected overseas sales, projected new jobs paying above S$5,000 a month gross, and for International Branding an SS 680-certified vendor.
Three procedural rules that catch people out:
Apply before you spend anything. Every activity requires that you have not started work or paid any deposit before the application is submitted.
You must file it yourself. Enterprise Singapore states that third-party companies are not permitted to apply for or manage the grant on an applicant’s behalf. Your agency cannot do it for you.
Changes after approval are limited to the project end date and the claim due date. Changing vendor means terminating and reapplying.
If an agency is currently quoting you 50% or 70% off a domestic digital marketing retainer under EDGE, ask them which activity code it falls under. As of now, there is not one.
Frequently Asked Questions
How much does an advertising agency cost in Singapore?
There is no credible independent survey of Singapore retainers. Every SGD tier table in circulation is published by an agency selling the service. The one properly sourced benchmark is global: Ahrefs surveyed 439 SEO buyers and providers and found an average of about US$3,200 a month for agencies, with 63% of respondents spending between US$500 and US$5,000. A handful of Singapore agencies publish entry pricing; most publish none. Ask for scope-linked pricing, and confirm whether ad spend sits inside or outside the fee.
What is the difference between an advertising agency and a digital marketing agency?
An advertising agency focuses on paid campaigns, and in the case of creative agencies on brand work. A digital marketing agency usually covers a wider mix including SEO, content and web. On this list, Ogilvy and GOODSTUPH are closest to the first definition and most of the rest to the second.
Should an SME hire a creative network or a performance agency?
A performance or full-funnel agency, in almost every case. Creative networks are built for brand budgets and are excellent at that. If your success measure is cost per enquiry, their model is not designed for you.
Can I get government funding for advertising under the EDGE Grant?
Not for domestic advertising. EDGE’s Digital Marketing activity now supports software costs only, at 50% for SMEs capped at a S$5,000 grant, and agency retainers for SEO, search advertising and social management are excluded. The 70% rate applies to overseas branding and overseas marketing only, with conditions including projected overseas sales and new jobs. Apply before you spend anything, and note that you must file the application yourself rather than through your agency.
Which agencies here are Google Premier Partners?
OOm, Heroes of Digital and Mediatropy publish verifiable Premier Partner status. MediaOne claims it but we could not confirm it independently. Everyone else, including us, is a Google Partner rather than Premier.
Does a bigger team mean better work?
No, but it changes who you work with. At 180 people you get specialists and a service layer. At 30 you get the senior people directly. The question to ask either way is who will actually run your account day to day.
How long before an advertising campaign shows results?
Paid search can produce enquiries within weeks. SEO usually needs four to six months before the trend is readable. Brand campaigns need longer still and are measured differently. Set the review period to match the slowest channel you are running, or you will kill it before it reports.
Working With Us
If you want advertising judged on enquiries and revenue rather than impressions, talk to us. We have been running search and paid media for Singapore businesses since 2013, with a team of over 60 and more than 1,800 projects delivered, and we are an IMDA pre-approved vendor.
See our digital marketing, search advertising and SEO services, or read our comparisons of Google Ads agencies and programmatic companies in Singapore.
Inclusion in this list is not an endorsement, and we have noted where our own evidence is thin, including for ourselves.
